Smoking back on agenda

Summary:
In August, more than 1,800 people told the Fort Payne City Council they wanted the government to ban smoking in public places. On Tuesday, the council tried to figure out how to interpret that vote.

At a lengthy work session that included issues surrounding the fire department, the city's new police chief and a possible nuisance law, council members debated which businesses should be impacted, if an actual ban is necessary and if, in fact, voters understood the question on the ballot.

"Why are we making it a criminal act for something that isn't against the law," Council President Richard Pridmore said.

By a vote of 1,875 to 1,032 Fort Payne voters responded favorably to the question "Do you favor legal restrictions on smokingin public places, such as restaurants, parks, commercial establishments, government buildings, etc., and work places, such as manufacturing and service buildings."

Pridmore believes voters misunderstood, believing they were being asked their feelings on smoking instead of their opinion on if government should ban smoking.

Alabama introduced the Mardi Gras to the western world. The celebration is held on Shrove Tuesday, the day before Lent begins. The time varies from city to city, as some traditions consider Mardi Gras as the Carnival period between Epiphany or Twelfth Night and Ash Wednesday. Others treat the final three-day period as being Mardi Gras. In Mobile, Alabama, Mardi Gras events begin in November, followed by mystic society balls on Thanksgiving, then New Year's Eve, formerly with parades on New Year's Day, followed by parades and balls in January & February, celebrating up to midnight before Ash Wednesday.

He describes the box and its contents in lines which show not only tolerance but appreciation of tobacco, from which it is not unreasonable to infer that Cowper's first view of his friend's smoking-habit as a drawback—as shown in his letter to Unwin, quoted above—had been modified by neighbourhood and custom. It might have been well for the poet himself if he had learned to smoke a social pipe with his friend Bull. The appreciative lines run thus:

This oval box well filled
With best tobacco, finely milled,
Beats all Anticyra's pretences
To disengage the encumbered senses.
O Nymph of transatlantic fame,
Where'er thine haunt, whate'er thy name,
Whether reposing on the side
Of Oronoco's spacious tide,

Chapter 15:

After the suppression of the Jacobite uprising of 1745, the English Government made war on Scottish nationality, and among other measures the wearing of the highland dress was forbidden by Parliament. On this occasion the following paragraph appeared in the newspapers of the time: "We hear that the dapper wooden Highlanders, who guard so heroically the doors of snuff-shops, intend to petition the Legislature, in order that they may be excused from complying with the Act of Parliament with regard to their change of dress: alledging that they have ever been faithful subjects to his Majesty, having constantly supplied his Guards with a pinch out of their Mulls when they marched by them, and so far from engaging in any Rebellion, that they have never entertained a rebellious thought; whence they humbly hope that they shall not be put to the expense of buying new cloaths." This is not a very humorous production, but at least it bears witness to the common occurrence in 1746 of the highlander's figure at the shops of snuff and tobacco-sellers.
